Because SNT-TC-1A is a “recommended practice” and not a standard, there is often confusion in how it is implemented. In the recent ASNT webinar “Interpreting the SHALLS of ASNT Recommended Practice SNT-TC-1A” Antionette “Toni” Bailey takes a deep dive into the requirements in SNT-TC-1A to help Level IIIs develop their companies’ written practices.
Following are 10 key SHALL statements from SNT-TC-1A discussed by Bailey. (Statements are not verbatim from SNT-TC-1A. Emphasis added by the editor.)
- The employer may alter, but “shall not eliminate” basic provisions of the program such as training, experience, testing, and recertification. (Paragraph 1.4)
- The employer “shall” establish a written practice for the control and administration of NDT personnel training, examination, and certification. (Paragraph 5.1)
- The employer’s written practice “shall” be reviewed and approved by the employer’s NDT Level III. (Paragraph 5.5)
- The employer’s written practice “shall” be maintained on file. (Paragraph 5.6)
- The employer is responsible for assuring that outside training meets the requirement of the employer’s written practice. (Paragraph 7.4)
- All in-house certification examination questions “shall” be approved the NDT Level III. (Section 8.0 Examinations)
- In no case “shall” a certification exam be administered by one’s self or by a subordinate. (Paragraph 8.1.1)
- All NDT personnel “shall” be recertified periodically. The recommended maximum interval for recertification is five years. (Section 12.0 Recertification)
- If an employee does not hold third-party certification, the employee’s certification “shall” be deemed revoked when employment is terminated for any reason. (Section 13.0)
- The Table 6.3.1 A Notes include minimum hours that “must be met” for each method, requirements for radiation safety training, and more.
